The telecommunications mast would be built at a compound in the Cavan County Golf Club in Drumelis.
Cignel says the site is "actively required by a number of operators who need to expand their services in the area".
It adds that the proposal would allow these operators to "deploy 3G and high-speed 4G broadband services".

The application says the development would "improve service availability which can only benefit the area as a whole".
A decision is expected by the beginning of November.
